The Campus Neighborhoods Revitalization Corporation is dedicated to improving infrastructure, enhancing public spaces and supporting sustainable growth in the Sunnyside neighborhood.
Transforming Morgantown.
Through strategic development projects, CNRC has helped transform the area into a safer, more connected and attractive urban district.
Key areas of development include:
- Water and sewer system upgrades to support new residential and commercial growth.
- Roadway and sidewalk improvements for enhanced accessibility and pedestrian safety.
- Public safety enhancements, including improved lighting, fencing and traffic control measures.
Early Revitalization Efforts.
Before the Sunnyside TIF District was established, CNRC initiated smaller-scale improvement projects focused on:
- Building façade enhancements to restore and modernize aging structures.
- Dumpster painting and cleanup efforts to improve sanitation and aesthetics.
- The “Learn Not to Burn” campaign to promote fire safety awareness.
- General neighborhood cleanup initiatives, including brush and trash removal.
These early efforts laid the groundwork for larger-scale infrastructure improvements that followed.
Major Infrastructure Projects.
Streetscape Project on Grant Avenue (2010-2011)
The first TIF-funded project focused on enhancing Grant Avenue between Campus Drive and Third Street. Improvements included:
- Roadway resurfacing and sidewalk reconstruction.
- Installation of new lighting, fencing and retaining walls.
- Construction of a bus stop shelter and benches to improve public transit access.

University Avenue Reconfiguration at Beverly Avenue & Third Street (2015-2017)
This project was undertaken in response to the $70 million University Place mixed-use development, highlighting the need for significant traffic flow and infrastructure improvements. Key upgrades included:
- Lowering University Avenue by six feet to align with adjacent streets.
- Installation of a new pedestrian crossing and traffic light.
- Enhancements to stormwater drainage and public utilities.
These upgrades reshaped Sunnyside’s streetscape, making it safer for pedestrians and more accommodating for growing commercial and residential development.

Beverly Avenue Infrastructure & Streetscape Project (Phase 3A & 3B)
This two-phase project aims to modernize Beverly Avenue and the surrounding area with:
- New sidewalks, lighting, and storm drainage systems.
- Road resurfacing and alleyway improvements for better vehicle and pedestrian access.
- Landscaping, retaining walls, and dumpster enclosures to enhance aesthetics and functionality.
Phase 3B (Future Plans): This will include upgrades to the intersection of Beverly Avenue and 6th Street.
Estimated Total Cost: $4.5-5 million
Phase 3A Construction Cost: $2.2 million
